Lepley Consulting LLC exists to broaden the community and organization knowledge of Service member, Veterans, and their Families experiences and needs. Coming from over two decades of military experience from company level to headquarters in Virginia, over a decade in scientific research and program evaluation, and a decade and a half in non-profit boards serving Veterans, Lepley Consulting LLC is uniquely situated to help governmental and non-governmental organizations alike meet the need of serving those who served.
Chaplain (MAJ, Ret.) Paul A. Lepley, PhD
Paul A. Lepley, PhD, is a service-connected disabled Veteran with more than 20 years of experience across the Army National Guard, Active Duty, and Reserves. He previously served at the National Guard Bureau as a program manager responsible for establishing the Integrated Primary Prevention system for the Army and Air National Guard, including federal policy development, large-scale program implementation, and budget forecasting exceeding $1 billion. Dr. Lepley deployed in support of Joint Special Operations in CENTCOM and is a recipient of multiple awards, including the Bronze Star.
In his civilian career, Dr. Lepley serves as an independent consultant and subject matter expert supporting sensitive applied social science research, program evaluation, and policy analysis efforts across the Department of Defense. Whether engaging as a Veteran, retired chaplain, or PhD-level researcher, he brings the full breadth of his experience to each engagement, blending operational insight, academic rigor, and a lifelong commitment to serving those who serve.

I met Paul Lepley in 2019 when he was in the Army National Guard as a Chaplain. Paul was instrumental in helping with the American Legion Auxiliary 5th District begin training for the Chaplains in the American Legion and Auxiliary. Our first workshop was in 2019 and Paul was a presenter for the workshop. Covid came and we had to postpone the workshop in 2020 and after 2020 we were able to grow this Chaplain Workshop and Paul was the keynote speaker for one of the workshops in the fall of 2024. I highly recommend Paul Lepley for any training or consulting needed. He will be a great asset to the military, veterans and their families.

Paul Lepley is a multi-talented expert in military family health and wellbeing.
